President Ranil Wickremesinghe discusses Sri Lanka’s cooperation with UNESCO in meeting with Director-General Audrey Azoulay in Paris
President Ranil Wickremesinghe met the Director-General of UNESCO Audrey Azoulay on 22 June 2023 at UNESCO headquarters in Paris, on the sidelines of the Summit for a New Global Financial Pact. The meeting was significant in the backdrop of Sri Lanka’s celebration of the 75th anniversary of its membership of UNESCO next year (in 2024).
The discussion between President Wickremesinghe and Director-General Azoulay focused on Sri Lanka's longstanding and vibrant engagement with UNESCO characterized by active cooperation in various thematic programmes in the scientific, educational and cultural spheres, as well as its proactive role in the governing bodies of UNESCO. The President apprised the Director General of progress made by Sri Lanka in education, culture, the sciences, Information & Communication Technology (ICT), and in achieving the SDG 2030 agenda. He informed the Director General that, in spite of the challenges posed by the global pandemic and the recent economic crisis, Sri Lanka has successfully maintained its quality and standard in education at school level, and achieved gender parity in education, which is demonstrative of the country’s firm commitment to SDG 4.
The President also appreciated Sri Lanka’s longstanding partnership with UNESCO in preserving its world famous heritage sites. Cooperation with UNESCO in the spheres of tangible and intangible cultural heritage, digitalization and artificial intelligence (AI) as well as AI readiness were also discussed. Possible technical cooperation towards the planned International Climate Change University in Sri Lanka which would be established as a post-graduate university with international partners and stakeholders to research climate change, adaptation and mitigation was also discussed. Under international cultural heritage, the President referred to cooperation with UNESCO in the archaeological excavation of the ancient and historic Maha Vihara Temple complex located in the heritage city of Anuradhapura which is already part of UNESCO’s cultural heritage. He highlighted the universal significance of the Maha Vihara Temple, an ancient repository of Buddhist monastic scholarship and the foundation of Theravada Buddhism in the world.
Director General Azoulay discussed ongoing projects, and welcomed the proposals as well as further aspects of collaboration with Sri Lanka which are in consonance with the Organization’s global mandate. She highlighted the linkages between bio-diversity and natural heritage, and referred to cooperation in various thematic and other programmes including Man and Biosphere, University Chairs, creative industries and media ethics.
President Wickremesinghe also extended an invitation to Director General Azoulay to visit Sri Lanka in the context of the upcoming 75th anniversary of Sri Lanka’s membership of UNESCO. The meeting provided an opportunity to further consolidate relations and cooperation between Sri Lanka and UNESCO.
Director General Azoulay was accompanied by the Assistant Director-General for External Relations and Priority Africa Firmin Edouard Matoko and Assistant Director-General for Social and Human Sciences Gabriela Ramos. Chief of Staff and National Security Advisor Sagala Ratnayaka; Secretary to the Ministry of Foreign Affairs Aruni Wijewardane; and Sri Lanka’s Ambassador to France and Permanent Delegate to UNESCO Manisha Gunasekera were associated with the President in the meeting

Le Président Ranil Wickremesinghe s’exprime sur l’importance de la coopération entre le Sri Lanka et l’UNESCO lors d’une réunion avec la Directrice générale, Audrey Azoulay, à Paris
Le Président Ranil Wickremesinghe a rencontré la Directrice générale de l’UNESCO, Audrey Azoulay le 22 juin 2023 au siège de l’UNESCO à Paris en marge du Sommet pour un nouveau pacte financier mondial. La réunion était importante notamment dans le contexte de la célébration du 75e anniversaire de l’adhésion du Sri Lanka à l’UNESCO en 2024.
La discussion tenue entre le Président Wickremesinghe et la Directrice générale Azoulay a porté sur l’engagement dynamique et de longue date du Sri Lanka avec l’UNESCO qui se caractérise par une coopération active dans des programmes variés dans les domaines scientifiques, éducatifs et des sphères culturelles ainsi que sur son rôle proactif au sein des organes directeurs de l'UNESCO. Le Président a informé la Directrice générale du progrès réalisé par le Sri Lanka dans l’éducation, la culture, les sciences, les technologies de l’information et de la communication (TIC) dans la réalisation de l’agenda des ODD 2030. Il a porte à la connaissance de la Directrice générale que malgré les défis rencontrés dus à la pandémie de COVID-19 et la crise économique, le Sri Lanka a réussi à bien maintenir la qualité et le standard dans l’éducation scolaire tout en parvenant à la parité des sexes dans l’éducation, ce qui marque l’engagement ferme du pays envers l’objectif du développement durable numéro 4.
Le Président a exprimé sa gratitude envers le partenariat de l’UNESCO dans la préservation des sites connus du patrimoine mondial. La coopération avec l’UNESCO dans la sphère du patrimoine culturel tangible et intangible, la numérisation et l’intelligence artificielle (IA) ainsi que l’état de préparation à l’IA ont étaient discuté également. D’autre sujet traité lors de ces discussions est la possibilité de la coopération technique vers l’établissement d’une université internationale des études supérieures du changement climatique, Climate Change University, à Sri Lanka avec des partenaires internationaux et d'autres parties prenantes pour faire des recherches sur le changement climatique, l’adaptation et l’atténuation. Au sujet du patrimoine culturel international, le président a évoqué la coopération avec l'UNESCO pour les fouilles archéologiques de l'ancien complexe historique du temple Maha Vihara, situé dans la ville historique d'Anuradhapura, qui fait déjà partie du patrimoine culturel de l'UNESCO. Il a souligné l’importance universelle du Temple Maha Vihara, un ancien dépositaire de l'érudition monastique bouddhiste et le fondement du bouddhisme Theravada dans le monde.
Directrice Générale Azoulay a discuté sur les projets en cours et a accueilli favorablement les propositions ainsi que d'autres aspects de la collaboration avec le Sri Lanka qui sont en accord avec le mandat global de l'Organisation. Elle a souligné les liens entre la biodiversité et le patrimoine naturel et a évoqué la coopération dans programmes variés notamment l'homme et la biosphère, les chaires universitaires, les industries créatives et l'éthique des médias.
Le Président Wickremesinghe a invité la Directrice générale Azoulay à se rendre à Sri Lanka à l’occasion du 75e anniversaire de l'adhésion du Sri Lanka à l'UNESCO. La réunion a permis de consolider les relations et la coopération entre le Sri Lanka et l'UNESCO.
La Directrice générale Azoulay était accompagnée du sous-directeur général pour les relations extérieures et la priorité Afrique, Firmin Edouard Matoko, et de la sous-directrice générale pour les sciences sociales et humaines, Gabriela Ramos. Le chef de cabinet et conseiller à la sécurité nationale Sagala Ratnayaka, la secrétaire du ministère des Affaires étrangères, Aruni Wijewardane et l'Ambassadrice du Sri Lanka en France et Déléguée permanente auprès de l'UNESCO Manisha Gunasekera étaient associés au Président lors de la réunion.
