01. Registration of birth outside Sri Lanka is carried out by the Embassy of Sri Lanka in Paris, France, offices under

(A). Section 5 (2) of the Citizenship act and

(B) Section 16 or 24 of the birth Registration Act.

Application for birth Registration and Citizen ship

Fill the application in “ BLOCK CAPITAL”  letters in duplicate

02

Childs’s Mother or Father or both of them should be a Sri Lankan a Citizen/s at the time of the Childs birth.

All applications must be completed and signed by o the same parent.

Please select the CORRECT application set from the following based on the age of your child.

  1. Application for child less than 03 Months of Age on the date of Application (Form B4)
  2. Application for child aged between 03 Months – 12 Month on the  date of Application (Form B6)
  3. Application for child over 01 year of Age on the date of Application (Form B6)

All applicants must submit the citizenship application as well at the same time of applying the birth registration in order to retain the Sri Lankan Citizenship for the child. (Application for Citizenship 1)

Documents to be submitted

( 02 sets of photocopies with originals)

Childs’ Local Birth certificate – Original (with Parents’ details) along with its correct English Translation-   COMPULSARY

Fathers’ birth certificate – Original  - COMPULSARY

Mothers’ birth certificate – Original  - COMPULSARY

Parents’ Marriage certificate – Original  - COMPULSARY

If parents were not Married at the time of the Childs’ birth an affidavit relating to paternity and declaration of citizenship which to be certified by certified by the Mission  COMPULSARY

Parents Passports - Original with photocopies of Bio-data page, Endorsement and Renewals

Certified copies of evidence of resident status if it is in France (carte de sejour in France) - COMPULSARY

13

Statutory declaration should be completed by Childs’ Father or Mother who is a Sri Lankan at the time of the Childs’ birth, in duplicate  COMPULSARY

The Original dual citizenship certificate is required if the applicant is a dual citizen at the time of the Childs’ birth - COMPULSARY

Government Fee:

  • Registration and issuance of birth certificate - € 35.00
  • Registration of Citizenship -                                  € 67.00
  • Postal Charges France Euro 10.00 /Outside France €15.00
  • Late Registration charges                                     €08.00 per year

Payment Method

  • If the applicant visits the Embassy, he/she can pay by cash
  • Credit/ATM/Debit card and Personal or company cheques will not be accepted.

Special Notes – (Important)

  • Fees will not be refunded under any circumstance after issuance of an official receipt.
  • Translations will not be accepted as originals
  • All Photocopies should be in A4 size paper
  • Embassy will attest the documents and return the originals to the applicant
  • If the applicant needs to send / receive documents by express courier service and speed post on an urgent basis he/ she must organize them independently.
  • The Embassy is unable to take any responsibility for the documents lost or delayed in the post/ Courier

04) Special Note

Children born outside Sri Lanka whose birth is registered with a Sri Lankan Mission abroad are issued with certificates under the consular functions act by the registrar generals’ office and under the Ceylon citizenship act by the department of Immigration and Emigration http://www.immigration.gov.lk/web/index.php?option=com_content&view=article&id=149&Itemid=188&lang=en. Certificates issued by the department of Immigration and Emigration will become void on reaching the age 21 years at which the child will have to decide whether to retain Sri Lanka citizenship or the citizenship of the birth or both by making an application to the department of Immigration and Emigration before he/she completes the age 21 years.

If the applicant does not comply with this requirement, he/she will automatically lose Sri Lankan citizenship as stated in the bottom of the certificate issued by the department of Immigration and Emigration.  In view of the above it is advisable for the presents to keep their children informed of this requirement.
